I’m taking it as a great sign our “delayed luggage” was successfully delivered this morning from our trip!

First, the issue date was September 1, 1980.
Secondly, over at Mystic Stamp Company mint stamps of USA-1831 are available for 80¢ each.
Next, this is the excerpt they are describing it.
“U.S. #1831 celebrates the American Labor movement and its founders. Some of the objectives of the movement include free public education, child labor laws, an eight-hour workday, and payment of wages in legal tender.”
